A High Integrity Telecommunications System (HITS) is being planned to provide a communications backbone between crisis coordination centres at all levels. The resilience will be obtained through a combination of fixed satellite and diverse terrestrial bearers installed at multi-agency response centres, complemented with deployable satellite equipment. The deployable equipment is envisaged to be used in the event that a main centre becomes unavailable (possibly because a major incident has occurred in the immediate vicinity) in which case, operations fall-back to alternate locations.
A supplier has been identified and a preliminary proposal received. The HITS Project Team is currently in negotiations with the supplier with the aim of achieving contract award as soon as possible.
