Exercise Capital Response
18-19 October, 2002
Exercise Capital Response was a table top exercise held over the 18th and
19th October 2002 and the aim was to exercise the "command, control
communication and consequence management issues following a catastrophic
incident".
Although at the time the UK and London had a well tested command structure
London partners felt it was important to examine whether it was still
appropriate for a challenge on the scale of the 9/11 attacks.
The objectives of the exercise were to;

to examine the multi-agency protocols of the relationship between COBR,
Diamond and the Gold co-ordinating group,

to identify the roles and responsibilities of the NHS, Utilities and
Transport Operators,

to examine strategies for large-scale evacuation,
-
to discuss the role of Central Government and how it interfaces with
operational control,
-
to identify tactical issues that may impede strategic aims.
The scenario was conventional terrorism and examined an event with a wide
scale impact on London. The exercise provided a number of lessons which
have influenced the development of "command and control"
protocols in London and nationally.
