Exercise Capital Recovery

Exercise Capital Recovery was a tabletop exercise which focussed on the issues that a Regional Civil Contingencies Committee (RCCC) would have been considering 10 days after the response to the scenario in Ex Capital Accord.

The aim of the exercise was to "exercise the RCCC at a specified period of the recovery phase following a declared catastrophic incident in London".

The exercise objectives were to:

• to explore issues raised around the draft RCCC working protocol and the abilities of organisations to take appropriate responses,
• to explore the RCCC's mechanisms for implementing a successful recovery process, including whether the RCCC works through consensus,
• to build upon the preparations made by the Recovery Management Cell at Capital Accord for the RCCC to take the strategic lead during the recovery phase of a declared catastrophic incident,
• to explore whether the Recovery Management Cell should continue to act as an advisory body to the RCCC,
• to explore whether political representation is required during the existence of the RCCC and at what stage this is required.

The exercise was extremely beneficial in developing the protocols around the move to the recovery management phase of the incident. It helped clarify the issues around the establishment of London Local Authority Gold, and the agreement by which a duty Local Authority chief executive can represent the 33 London local Authorities at a Strategic Coordinating Group.
