Identifying People Who Are Vulnerable in a Crisis - Guidance for Emergency
Planners and Responders

The Cabinet Office has launched this guidance to help the development of
local action plans for identifying groups of people who may be vulnerable
in an emergency. It is primarily intended for those who are involved in
local emergency planning for vulnerable groups, particularly those within a
Local Resilience Forum who have key leadership roles in the care of
vulnerable people in an emergency.
It is based on current good practice from a number of organisations, and
our thanks goes to the Local Resilience Forums, Regional Resilience Forums
and other organisations who have contributed to this work.
Issue of this guidance will answer Urgent Recommendation Eight of Sir
Michael Pitt's Review on learning lessons from the 2007 floods -
interim report:
The Review recommends that the guidance currently under preparation by
Cabinet Office to provide local responders with advice on the definition
and identification of vulnerable people and on planning to support them
in an emergency should be issued urgently.
Although the guidance is fit for purpose now, we will be reviewing it in
the summer to take account of any comments received from practitioners by
then, and of Sir Michael Pitt's final report.
